The original color is red. When wear and tear occurs it leaves smalls scratches that cloud the surface making it look pale. When the scratches are melted away there is no more cloudiness and discoloration.
( Edit: It has been brought to my attention that UV damage and oxidation plays a larger factor in discoloration than scratches.)

In addition to scratches, the plastic resin has become oxidized due to UV exposure (these seats probably get lots of sunshine!). Red pigment is really hard to protect, and with heavy UV exposure it turns cloudy (paint on red cars can also suffer the same problem).
This torch is melting away the oxidized top layer, allowing fresh red plastic to flow across the surface.
My neighbor's historic Ferrari has this problem. I know what I'll get him for his birthday.

It will work on black plastic trim, and I assume any color plastic trim as well. I had a 2009 Explorer that all the black plastics were faded like these seats. I used my heat gun to restore it back to black. It takes forever with the heat gun though.
I'm not sure, headlight plastic is more brittle than these seats and might just get scorched.

Materials engineer here. This opaque look in thermoplastic materials is caused by crystallization which may be caused by stress or UV- radiation. This is the same mechanism that colors your drink cap white when you scratch it with your finger. The dye is not lost but becomes less visible due to the crystals scattering the light instead of absorbing it (the parts of it that isn't red light). Heating the material up above its glass transition temperature breaks these crystals and the original structure is restored, letting the material once again reflect only the red light.

I’m not sure, the exposure to heat is brief so I imagine you could do it a lot.
I live in the South and the sun faded most of the outside plastic on my car. Mostly where the windshield wipers are. I took a heat gun a few times and got it back to new before I found out there is a UV protectant spray I can use.

Probably forever if done properly, you’re not removing any material, just re-flowing the surface which then solidifies again.
If you do it wrong (too hot, i guess?) you’d be burning material and *then* you’d have an issue, but even then it probably would be a negligible loss of material.
I'm a little doubtful on the forever. With enough UV exposure a 4x4 post (made of plastic) can have all the color bleached out of it.

They don't have too. Since it is thick plastic, all they really have to do is clean the surface of dust and particulate and then the fire literally melts the top layer back to its original condition by removing some of it and leveling all the scratches, etc.

I'm completely pulling out of my ass but I think the surface of the old plastic is oxidized, meaning a ton of little oxygen molecules have deluded the once shiny plastic making it look "milky". Melting the plastic allows the oxygen to escape (or even burn up in the flame) thus removing the "milky" finish.

no, it just relevels the surface. but there might be bigger chemical reactions happening which would be not as easily fixable. but those should only be visible after a lot of repititions

Someone did the math on college football’s revenue per player and it was over $300k per player (I believe it was $330,000). So the next time someone tells you that it’s fair because they get free college tuition, ask them if four years at a random public school should cost $330,000.

It wouldn’t even cost that much. The increase to the military budget in 2017 was almost $100 billion. If they had instead used that to fund paid public college tuition and trade schools, it would have been enough to fund every graduating senior who wants to go to college and still have about $15 billion left over. We were already spending more money on our military than the top 10 next countries **combined** before 2017 (I think 2016’s budget was around $650 billion), why did the military need another $100 billion? The wars in Iraq and Afghanistan are either over or nearly over and ISIS had completely lost all of their territory by the time the 2017 appropriations bill went into effect.
Or if that same Congress had just not cut the corporate tax rate from 38% to 21% in 2017, that would’ve been enough money to pay for it every year. Hell, even the first stimulus bill that was like $2 trillion would’ve been enough to pay for tuition-free public college for over 20 years. That would’ve made a lot bigger positive impact on the economy.
I was one of those kids who could get into almost any school but couldn’t afford any of them, and who struggled to find scholarships for their major (physics). If I hadn’t joined the Army I’d have never been able to go to a decent college regardless of my grades / intelligence / hard work. I often think about all the kids that were like me but could join the military for one reason or another, but then also I think I shouldn’t have had to sign away my youth to go fight in a war and almost die just so I could get an education that qualifies me for something better than a Walmart greeter or grocery store cashier.
I'll be honest i wasn't really ready to start a big discussion about this, but yeah. The people arguing the arrangement is fair are typically morons.
It's not quite that simple. Most college sports cost more than they make and are subsidized by the football program. That's not to say the money isn't outrageous (with how much coaches make for instance) but once you start paying football players, men's basketball (usually the only other money maker on a college campus) will want money and then you have women's basketball saying they should get the same, followed by every other athlete. When does the trickle down end? How long before smaller schools have to decide between cutting other sports or falling so far behind in football because they don't make as much?

Kinda, but usually not really in a useful way. There are all different kinds of plastics, but a common feature among them is that they are often degraded by the sun, and turn brittle. They break into pieces, but the pieces don't decompose.
This is one of the reasons I absolutely loathe the trend of putting unnecessary plastic on the exterior of cars. Just because it won't rust, doesn't mean it's not going deteriorate and look like shit and or get busted.

Flame polishing doesn't work well on polycarbonate (the plastic in headlamps) and sanding yields much better results. If you try to flame polish polycarbonate, it will often bubble and you certainly don't want that. These seats are most likely some sort of acrylic. Acrylic is more scratch and wear resistant, but not as strong. Polycarbonate is much stronger but scratches more easily. If you try to flame polish polycarbonate, it will often bubble and you certainly don't want that. Next time you go through the drive-thru at your bank, look at the plastic tubes. Those are polycarbonate. You can likely tell how old their pneumatic system is by how scratched to shit their tubes are.
