I like to think part of that was because he was still trying to fight the chip's influence and made sure to aim a little off every time so he wouldn't hit any fatal shots (I'm sure if he really wanted to off Wrecker, he would have, rather than shooting him in the shoulder)

I think he shot wrecker as bait to hit someone else. The armor seemed to have eaten that shot, but it was the same spot where wrecker got hit earlier.

I like to think “programming” these soldiers is a very complex process, difficult to achieve, and something desirable to the Clone Wars specifically, and less so whatever came after. Something like the chip activating (something which was likely only tested on regular clones and under high classification at that) probably threw a wrench in the works and fucked with their abilities a bit

That was because of his inhibitor chip . The inhibitor chip takes away your free will and creative thinking , that is why his skills degraded soo much after order 66 activated his chip. C'mon man use your brain

From what we've seen the inhibitor chip kinda resets a clone's personality to factory settings, so a lot of Crosshair's intellect, his creative mind and maybe some of his skills would've gotten taken out. Additionally we have absolutely no idea what enhancing the chip did to him, it might've taken away some of his experience or made it harder for him to use.

While The CW era shot was impressive due to the environment (multiple hostiles in an enclosed are charging) it was a relatively close range shot. His ability to angle the reflectors was what made it truly one of a kind.

I belive it is something relative with the Part Where Rex struggles to shoot Ahsoka. It is this "I can still feel good in him" stuff that is as Old as the OT. His inner conflict makes his aim bad.
